Professional Photographers of America suggest this:

Check out the background.
Dress the kids according to the background. If the background is light, dress your children in light clothes. Then, the focus is placed on your children's faces and their expressions.

Keep outfits simple.
Bright patterns detract from your child's face and expression. To make sure your child stands out more than the clothes, choose simple garments.

Coordinate everyone's clothes.
If more than one child appears in the photograph, make sure their clothes are similar.

Avoid brand-new clothes.
Make sure your child is comfortable in their clothing. If your children are uncomfortable because they're wearing stiff, itching clothes, you may have a picture of sad faces instead of pleasant ones.

Avoid a new haircut.
The day of the session isn't the time for a new haircut. Plan haircuts one or two weeks before your children have their picture taken.

Best time of day for a photo session.
Schedule an appointment for when your children are most alert and rested.

Feel free to bring along a favorite toy to include in the picture. Just make sure the toy or other props complement the child's clothing and supports the mood of the photo.
